Monitoring and control

The Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP), through the Direction régionale de l’Abitibi-Témiscamingue et du Nord-du-Québec, is responsible for ensuring that projects comply with the authorizations issued by the Minister. This control is in addition to the monitoring activities to be carried out by the project proponent.

For most of the projects reviewed by COMEX, the Administrator, following the recommendations made by COMEX, may require the proponent to monitor specific components in order to validate or identify various impacts or to better determine what mitigation measures are needed. COMEX reviews every monitoring report required under a certificate of authorization and is generally kept abreast of developments throughout the life of each project, including the restoration or decommissioning phase, as the case may be.
